"description": "This patch tackles a performance problem in how artifact Release COBs are read, and builds a new cross-repository lookup capability on top of the resulting cache.\n\n### The problem\nEvery read of the release data (counting releases, listing them, finding by commit or CID, gathering discovery locations) re-folded each release's entire action log from git storage, on every call, for every release in the repository. That made repo-wide reads O(n) over the whole action history. Benchmarks in the branch show these operations taking ~310ms, which the cache brings down to single-digit milliseconds (roughly 40–66x faster).\n\n### What was added\n**A SQLite cache for the release COB**. It stores each materialized release as a JSON blob alongside a normalized index table purpose-built for CID lookups. It mirrors the approach of heartwood's existing issue and patch caches but is owned by this crate, with its own database file and migration set. It runs in WAL mode so the daemon and CLI can read concurrently behind a single writer, and it treats the cache as fully rebuildable, so it trades a little crash durability for speed.\n\n**A freshness model that doesn't rely on fetch hooks**. This crate can't hook into git-fetch, so instead of invalidating the cache when new data arrives, it validates freshness on read. Each cached release carries a token derived from the COB's tip refs; a read does a cheap ref walk, compares tokens, and re-folds only the objects that actually changed, pruning any that disappeared from git. Writes are mirrored into the cache write-through. The whole thing is best-effort: any cache error is logged and the code falls back to reading straight from git, so correctness never depends on the cache being available or healthy.\n\n**A node-wide discovery index.** Sitting above the per-repository release store, this answers \"across every repository in local storage, where does this CID live?\" It reuses one shared cache across all repos, refreshes each repo before querying it, and skips individual repositories that fail to read rather than failing the whole lookup.\n\n**A new locate CLI command.** rad artifact locate <cid> queries across all seeded repositories and prints, as JSON, every discovery location (repository, release, contributor, URL) for a CID, or the containing releases with --releases. It's node-wide, so it ignores --repository. The existing CLI paths (seed, unseed, reconcile, share) were also wired to open releases through the cache.\n\n\n### What changed\n\n- `Releases::count` counts releases via ref walk, not materialization (which was needlessly expensive). Previously `count` materialized every release COB from its full action log just to return a number; on a cold cache that took ~290 ms. Since this function will be used by explorer and desktop to show the count per repo, it needs to be fast, **even on a cold cache**. This change reduces it to 5.50ms without cache. ",
